No, you're right. It feels like they were two different drafts of the same idea but they couldn't settle on what version of events they wanted to follow. Some of us noticed, too. But I can't think of why that is, or why we managed to find both in that case.
And if there is somebody else, who are they and why did they leave them? Is it something we can even trust? Phoenix told me to keep an eye out for white papers, but it feels like it was too convenient to find them. Doesn't it? Why are these papers scattered somewhere we can't normally reach by ourselves?

It came up the first time I was able to speak to them privately because I'd asked where I could start looking for answers. And they said to keep an eye out for anything "odd" or something that "didn't belong." And they went on to say "white objects in odd places, papers with strange writing, and villains saying things outside of the normal villain fare" as examples.
Which sort of seems like what all of these notes are when you think about it.
